Accomplishments
I. HIGHLIGHTS OF ACCOMPLISHMENT
Governor Felipe Hilan A. Nava, MD is focusing on his 5-point Agenda for CY 2007 – 2010. These include Development Administration, Governance, Economic Development, Environmental Management and Social Services.
II. STATE OF PERFORMANCE
DEVELOPMENT ADMINISTRATION
The present administration has maintained an efficient and effective delivery of services. It aims to achieve human resource and capacity development, increase revenue generation, promote participatory administration, provide clear and effective development structures, mechanisms and policies and promote inter-local government cooperation.
GOVERNANCE
Local Legislation, Transparency and Participation
Governor Nava has drafted and issued more than 11 Executive Orders creating various committees and implementing various projects concerning the priority of a fast and effective delivery of services which involve the active participation of youth, elderly and NGOs in various government programs and projects, to wit:

ECONOMIC DEVELOPMENT
Competitiveness and sustainability of Guimaras economy
The Province of Guimaras has made economic interventions such as the community-based tourism development, heritage tourism project, private-public partnership. Recently, the Province of Guimaras under the administration of Gov. Felipe Hilan A. Nava has been awarded as:
- Best Tourism Oriented LGU Province in Region VI;
- Green Banner Awardee for 2007 in Nutrition Congress;
- Various Barangay Tourism pilot project as best tourism destination;
- Best Community-based Tourism Awardee (Region VI, 2008).
For 2007, there are total of 12,467.59 metric tons of mango production. Tourist arrivals for 2007 reached 156,423.
Governor Nava’s administration supports and continues to develop road networks, ports, terminals and wharves (RORO) to maximize its investment potentials. Under his leadership Guimaras has crafted its own Investment Code as guide for investors.
To gradually rehabilitate the victims of Oil spill in Guimaras, Governor Nava implemented a Php23.0 Million Cash for Work program from the Rehabilitation Funds released to Department of Social Welfare and Development (DSWD) Region VI and Php70.0 Million Fund to the Provincial Government since February 16, 2008 to date.
The bureau of Fisheries and Aquatic Resources Central and Regional Offices also channeled funds for the rehabilitation projects in relation to oil spill calamity.
ENVIRONMENTAL MANAGEMENT
A wholesome environment and judicious use of resources for the guimarasnon and tourists, air quality within the island, water quality and ensured its availability, judicious use of land and mineral resources, protect, conserve and rehabilitate coastal areas and facilitate institutional development is Governor Nava’s blueprint for environmental management.
There is a broadened participation of stakeholders and an integrated environmental concerns in planning and decision making. Like the participation in Partnerships in Environmental Management for the Seas of Asia (PEMSEA) wherein Governor Nava was one of the panelists for the Network of Local Government Forum in Danang, Vietnam last 05-07 September 2007. These enable the LGU in addressing coastal security by investing in Natural and man-made Hazards Prevention and Management.
At present, there is an on-going rehabilitation and livelihood projects for beneficiaries in line with the Oil spill projects.
SOCIAL DEVELOPMENT
“Towards healthy and empowered Guimarasnon families”. Through this approach there is an improved access to basic services, improve livelihood and entrepreneurial capacities; enhance community participation, maintain peace and order situation and instilled positive values and attitudes.
Gov. Nava strongly supports more collaborative child-friendly Interventions/initiatives.
Health services can be seen through the hospital development in the province. At present, various resource are being scouted like the improvement/expansion of the Guimaras Provincial Hospital. The hospital now has a 75 bed capacity with an improved health facilities.
With the aim to secure healthy Guimarasnon, Gov. Nava has strengthened The health services with the 2-in-1 package involving-Philhealth and Guimaras Health Insurance Project (GHIP), and also the construction of three-storey building of the Guimaras Provincial Hospital. There are also various activities implemented to mitigate unemployment through the regular conduct of job’s fair.
Goals and Aims:
“To ensure the total development of the Province of Guimaras through job creations and favorable environment for investors, to secure the people from illness, and to prevent and ease the harmful effects of crimes and natural or man-made disasters.”
This is the goal of Hon. Governor Felipe Hilan A. Nava towards dynamic governance and efficient administration. Along with this goal are the following objectives:
I. To improve Social Services, he led the implementation of the following projects:
a. Health and Nutrition
- Expansion of PhilHealth membership and other medical assistance program,
- Full implementation of ASIN Law and ensure a 100% salt utilization,
- Ensure the functionality of Health Centers as well as Local Health Bonds, enhance the capabilities of health workers and other volunteers, and
- Upgrading of Hygiene and Sanitation Program
b. Social Welfare and Development
- Upgrading and expansion of children and youth program,
- Strengthening of senior citizens affairs,
- Sustainability of PWDs program,
- Sustainability and expansion of projects for special children, and
- Strengthening and expansion of programs for indigents.
c. Education
- Improvement and functionality of Day Care Centers, improvement of elementary & high school buildings & facilities, upgrading of teachers and other volunteers, and increase of scholarship program beneficiaries.
d. Housing and Basic Utilities
- Creation/functionality of Local Housing Board,
- Improvement of Housing and Settlement Program,
- Improvement and expansion of water system program, and
- Electrification of all barangays
e. Peace, Security & Disaster Management
- Ensuring the functionality of Local Peace and Order Councils and Local Disaster Coordination Councils,
- Skills upgrading of local enforcers as well as tanods, fire and disaster volunteers, improvement of fire equipments, jails and detention cells,
- Improvement of women’s and children’s desk, and
- Formulation of a more comprehensive Public Safety Plan.
II. For Sustainable Economic Development
a. Agriculture and Fisheries Development
- Improvement of farm-to-market roads,
- Upgrading and expansion of programs for farmers and fisherfolks.
b. Entrepreneurship, business and industry promotion
- Functionality of Small and Medium Enterprise Development Council,
- Implementation of BMBE and other relevant laws,
- Improvement and sustainability of economic enterprises, and
- Improvement of facilities for favorable business environment.
III. Environmental Development
a. Natural Resources Management
- Implementation of environmental code and pertinent laws, Information Educational Campaign materials on endangered species and environmental hazards, and improvement and promotion of marine reserves, eco-parks, etc.
b. Waste Management and pollution control
- Strengthening of Solid Waste Management Boards
- Implementation and expansion of Solid Waste Management Program
IV. Socio-Cultural and Tourism Development
a. Local Culture and Arts Preservation
- Functionality of Local Culture and Arts Council,
- Improvement and sustainability of cultural preservations, and
- Preservation of local history, customs and traditions and
- Creation of center for local art and talent development.
b. Local Tourism Improvement and Promotion
- Strengthening of local tourism programs.
Projects Proposed for the Progress of the Province:
To ensure total development and favorable environment to every Guimarasnon, Gov. Nava had proposed programs and projects that are beneficial for everybody:
- Rehabilitation and improvement of road networks and ports, terminals, RORO;
- Improvement of Health Services which include the improvement/expansion of Guimaras Provincial Hospital,
- The 2-in-1 insurance package involving PhilHealth and Guimaras Health Insurance Project(GHIP);
- The on-going rehabilitation and livelihood projects for beneficiaries in line with the oil spill projects and
- The construction of four-storey building of Guimaras Provincial Hospital.
