‘Dagyaw’ interfaces with WV leaders, public and private sectors

On its 13th leg, Dagyaw: Open Government and Participatory Governance Regional Town Hall Meetings 2019 has set an avenue to have an interface with the different sectors in Western Visayas.

In his briefing, Department of Interior and Local Government (DILG) Asec. Roosque B. Calacat shared about the role of local governance and cited that the “people in the grassroots are included in shaping the agenda of this very government of ours today.”

Presidential Communications Operations Office (PCOO) Undersecretary, Atty. Marvin Gatpayat, said that they are present to “communicate, clarify and connect.”

“People are more than spectators, they are contributors,” he said.

Citing the Freedom of Information, he also underscored the three pillars of Dagyaw, to wit: the people, lead persons of the executive department and the president himself.

Abuel said that in the said dialogues, emerging regional issues such as health, rice tarrification, the Build Build Build Program, tourism, business and economy, among others, are discussed with high level government officials.

She also shared that the Philippines was recognized as a global leader in the open government space and contribute to shaping international good governance standards.

Dagyaw 2019 envisions to be one of the government’s main campaign that will provide avenues for productive, valuable, sincere and visible engagement between government and the people at the local level.

Dagyaw, a Hiligaynon word for Bayanihan, fittingly describes the very nature and value proposition of Participatory Governance Cluster and Open Government Partnership which is about bringing different stakeholders together.

Further, the said nationwide event with 16 legs, aims to provide a platform for citizens to clarify issues and raise local concerns through interfacing with senior government officials and access a one-stop shop of frontline government services and national programs.

The event is hoped to persuade DOTr chief Arthur Tugade and to turn an eye to the predicament of the people of Guimaras according to Mr. Fred Davis, spokesperson of Hugpong Guimarasnon.

It is also a venue to communicate the good governance reforms of the Duterte Administration and gather stakeholders inputs for the co-created Philippine Open Government Partnership Action Plan 2019-2021 and the updated PGC Performance and Projects Roadmaps.

Held at the Iloilo Convention Center on September 3, 2019, the public sector, the academe, the civil society, the media, local government units, business groups were represented in the said event.

Dagyaw is a nationwide event being organized by the DILG and the DBM, in partnership with the PCOO.

The last three legs of the event are set to be conducted in Baguio City, Zamboanga City and San Jose, Occidental Mindoro.
