HON. CECILE C. GUMARIN, MD

Physician | Advocate for Women, Children, and Social Services

Dr. Cecile Cabangal Gumarin is a licensed physician and a dedicated public servant who brings compassion, expertise, and a strong sense of duty to both the medical and public sectors. Born in Anilao, Iloilo, she completed her undergraduate degree in Biological Sciences and earned her Doctor of Medicine degree from West Visayas State University. After passing the Physician’s Licensure Examination in 1992, she underwent Internal Medicine residency training at the West Visayas State University Hospital and further underwent Fellowship training in Adult Allergology at the University of the Philippines – Philippine General Hospital.

A trailblazer in local governance, Dr. Gumarin served as Vice Mayor of the Municipality of Buenavista, Province of Guimaras for three consecutive terms from 2013 to 2022. During her tenure, she held key leadership roles, including President of the Vice Mayors’ League Region VI and Member of the National Executive Committee of the Vice Mayors’ League of the Philippines.

From 2022 to 2025, she served as a Board Member of the Province of Guimaras, where she chaired critical committees such as Social Services, Women and Family, Good Government and Accountability. She authored the “Revised Guimaras Children’s Code of 2025”, further cementing her legacy in child welfare and rights.

Her unique perspective as a medical professional, enriches her governance approach, anchoring her decisions on compassion and evidence-based leadership. Now serving as Vice Governor, Dr. Gumarin remains steadfast in her mission to champion inclusive public service, uphold good governance, and pursue meaningful progress for all Guimarasnon.
